If the PSU was going out then there would have issues booting up or the video card not being recognized (personal experience with a GT 240 in a HP x4 630 system since Aug 2010). However it is always a good idea to get a new PSU along with a new video card since the stock PSU tend to wear down and lose wattage faster. There are plenty of PSU deals right now however after dealing with 2 full wired PSUs. I would have to recommend going with a fully or partially modular PSU especially when dealing with OEM PC cases and those gigantic bundles of wires from quality PSUs.
If your HP has a hard drive cage or if your SSD cannot be moved to an optical disc drive bay, then you want get a video card with only one fan or it will be really difficult to fit the card in there. Look into getting at least a HD 7790 / r7 260x or GTX 750 or GTX 750 Ti.
The HD 7770 will probably draw less power than the 4800 series and there is a review on newegg that someone was able to run titan fall with it but there was no mention of the resolution however the HD 7770 technology is from early 2012.

looking to upgrade from an oldie 4800 - not a huge gamer, but would like to get TitanFall - Should I hop on this deal?
Also, as a side note, I would often get BSOD with my current setup while playing SC2 on ultra - I think it may be my stock PSU (460w) - but if so, i'm worried this new card will draw more strain. If so, should I upgrade my PSU?

For this price, and your seemingly, low level of gaming. I think it is a safe bet. Sets you up well for the future (as long as you keep your gaming around where it is now... )
