Downloaded last night and briefly explored. I hope a Business Catalyst account isn't needed to export a site build to your own host! Looks promising.

This looks similar to what you could do with MS Publisher 2007 (you cant do it with 2010), maybe with more functions? The video says you can export your work and host it elsewhere.

for $15 bucks a month you will need to be a developer to make it pay

I use this and it is about $75 USD one time--free 30 day fully functioning trial--valid code

Yeah, a subscription fee for what seems like a pretty ammeter tool is odd. I can't see this for paying for itself for most people. Maybe I'm wrong, as I haven't used it yet.

I may be missing something. How did you download this application? After clicking on the "Get Muse" button, the text "Download and open the AIR file to begin the installation" appears. To what AIR file is it referring? I have Adobe AIR installed already, but do not know what to do. Thanks.

Air is a 'program' that adobe wants to have on all machines that use adobe products, I think.
it may be required for some programs.

Dreamweaver doesn't really let you design a website like muse does. Dreamweaver is more of a code editor. Muse lets you design the layout and not worry about the code.

Regarding where the site goes after beta (straight from Muse FAQs page):

If the site you have published is hosted on Adobe® Business Catalyst® as a trial that trial will expire 30 days after the first time you published it from Muse. If in turn you have published and paid to upgrade your Business Catslyst hosted site, or have chosen to host your Muse site with a third party hosting provider, your site will continue to function as it does now. If at some time in the future you would like to make changes to your web site design you will need an active subscription to Muse in order to open the design, update it, then re-publish it to your web hosting provider.

I tried this today. it looks really simple, but have some serious potentials. Best to play around with it now before adobe adds more complicated features.
