They do not. At least the corporate stores won't. I have 2 notes that I tried to get them to PM Amazon Wireless which at the time had the phone at $199 where as the ATT stores had them at $250. They would not, claiming they don't PM online stores. I walked in with a Fry's flyer, at $199 also. They then claimed that they didn't know if the phones were refurbs.

I ended up getting the first one at Amazon Wireless for $199 and 2 months later got the other one at Sam's for $159. This was around 3 months or so ago.

I don't know if Sam's still has them at that price, it surely wasn't a sale. I think it was a regular price drop as the Galaxy S3 was hitting shelves.
