I received this same cable with a recent purchase of a IOgear USB to HDMI converter. Cheap, as in the wire might be 32 AWG gauge. For me, I'll give this away to someone who needs it.
Personally, I stick with a cable that has at least conductors that are 24 or 26 AWG. Actually, just looked at the last HDMI cables I purchased from Monoprice and the gauge is 24AWG. I still do the occasional Home Theater install and these are the ones I use.

If you can only afford a $1 for an HDMI cable, buy these. Otherwise, look at Monoprice.
I have a year old Panny Plasma 1080p TV and a XBox 360 and PS3. Will I see a difference in these compared to the $1 ones?
