doesn't this somewhat justify underpaying K-5 teachers? 10 positions and 20 people to choose from.. you can most likely be more selective and offer less money. It should also logically create a reason for current teachers to work harder knowing there's a line of qualified individuals looks to take their position.
No union is going to advocate a pay decrease and/or firing tenured teachers for ones just out of school just because of an over supply of teachers? Oh sure, they'll teach you about supply and demand but it'll never be applied to them
