This problem has been apparently quite acute for several weeks, with indications that there have been problems for much longer - the company must have been aware. Is there any explanation yet?
At least one report of contact to rakuten.com customer service resulted in a canned response that was not relevant to the problem at hand. If you are indeed gathering information currently, what is the best way for affected customers to communicate?
