I would first ask about the Windows updates/patches. Then, I'd check the power button on the system -- next the power supply.

For the past month, it has been unable to start up the 1st time when I press the power on button. I always have to press and hold the button for about 10 seconds, let it rest, then press the button again and it'll boot normally.
Is your computer a desktop or laptop?
To test the power button on a desktop, click Start> Control Panel> Performance and Maintenance> Power Options> Advanced> and change "When I press the power button on my computer" to "Ask me what to do" and click O.K.
Check the operation of the button now. If O.K. you need a power supply.

    My computer is a desktop.

I went through what you said and my computer is already set to "Ask me what to do."

If I need a power supply, how would I get one?

How is the virus clean-up going? Are you done, or no?
