Each coupon has a unique number, and I am sure that it could be tracked back to the person who originally printed it. I would never do it for various reasons. One being fear of prosecution for coupon fraud. It also hurts all couponers when people do things like that. The store most likely would not get paid for the copied coupons. When that occurs, stores become more skeptical of IP coupons and sometimes stop taking them all together.
