I don't know how good of a computer you have but it's hard to beat the PC version. I have played PC, 360, & PS3. PC is best IMO. But it also depends on which control scheme you prefer, controller or mouse & keyboard. Although I imagine you could use the 360 controller on the PC as well...

What, exactly, is better on the PC version? While my 23" computer monitor is nice, playing this on my 360 on my huge plasma screen seems more appealing... is there any real, tangible upside (besides cost) to getting the PC version over the 360 version, assuming I'd be using a 360 controller either way?

Are there many differences between having this game on Steam vs having the discs?

If you want to install the game on another computer you don't need to go find your disks again

Just to chime in on this.

If you have a decent computer - you can make Fallout 3 look tons better on your 23" monitor, than you could ever do on a Xbox. Not to mention the abundance of texture replacements and all out MODs you can have. Let me know if you need any more reasons. The only real reason to get the Xbox version is if your an acheivement whore - oh wait - you get those too with the PC version.

It looks better on PC if you have a decent PC. I myself have a nice PC and the difference is quite large IMO. Not that the 360 looks bad, just that the PC looks better.
