Why would the federal government have to get involved in it? The states can handle that, and they have the constitutional right to do so.

Actually the FF did envision other problems, else they wouldn't have set up a process to Amend said Constitution or they wouldn't have included the 10th Amendment.

Correct, the Federal governement does not have this right. The States, however, do, (see 10th Amendment [wikipedia.org])
