I use strongvpn here in korea and have no issues with either netflix or hulu. Streams in HD quality as well.

VPN would likely be, imo, the best answer. A web proxy may work, but I haven't had luck getting Netflix to do that (Maybe a SOCKS proxy, but I haven't had the need/want to do it so can't help you...
