yes - you can play the older generation games on the newer devices, but not the other way around (although you can't play GBA games on the 3ds like you could on the older DS's)

Sounds like you definitely want a PSP. I don't think the DS has as many (or any) RPGs as the PSP. Not sure about models, IPT will chime in on that.
