That's exactly what it is and not the first time I've seen a similar set up. I've never asked any clients how they landed up with PC's set up that way, but always figured they just changed the case...

it looks to me like that is there to stop cables from getting caught in the CPU fan.. personally I would rather see zip ties keep the cables in place, but I doubt he is really overheating his CPU by...

5450 is fanless card because it uses ~ 20 W and computer has one exhaust fan in PSU. it gets some fresh air, but not much; also if heatsink connected to a side vent you have cold air from outside.

I agree. There is some type of cooling going on obviously since even with water cooling there is a radiator and fan. Modern computers need cooling so something is going on.

you really won't damage a PC by inadequate cooling unless you really try.. pretty much everything important has a temperature sensor and will slow itself down or shut off to prevent just that

Maybe it used to be liquid cooled, the system died and he left some of the remnants of the liquid cooling system. I assume you meant PVC piping, and not PCP drugs, correct?
