I honestly don't see the need for more than 8 ram. I have 8 with a 3gb graphics card and I never use more than 6 ram with several programs open.

Add 4 to 12 gigs of ram (for 8 to 16 total). 8 is good, 16 is ideal - ram is incredibly cheap right now.

With a stock i5 or i7 and a quality Power supply unit, absolutely. its tdp is only 150.
You could probably run it on a poor quality unit, but id never trust one with a 1070 and i5/i7.
