Worse comes to worse, the deal isn't honored and you don't get the discount. There's no reason to call. Ever.
I've been using virtual credit card numbers from Citi just in case they try to match credit cards. Checking for duplicate credit cards would seem to be the only realistic way for them to limit multiple purchases.

you should see bottom left of screen there wlil be four green men that say "FREEEE" across them.
If three are green and the last one says "4" or "3" or something, then you are not complete.
They should all be lit up and say "FREE" across them.
O.k. , go to my account & under pending purchases, there should be a small link saying "buy more | cancel purchase."
Select "Buy More"
Now scroll to the bottom & there should be 4 green men spelling out F-R-E-E. If you have that, then you did everything right.
As you said though, once gift cards are applied they just stay in your balance until the amount is used up.
Amazon does, because GC's on amazon are just credit to your account.
Also, to everyone concerned about this:
Without going into how businesses are run, I will mention that Amazon is not paying for anything. Look at it this way, they are getting more business with these gift cards than they would without. That's because those 300,000 wouldn't normally have purchased anything from them without this deal.
Millions of Gift cards go unused each year. I believe the stats are like 70%?!
