Zotac website has the ZOTAC GeForce GTX 480 [ZT-40101-10P] [zotacusa.com] for $189.99 + $9.99 S&H (Cheapest shipping option). Tax is $16.62 if you live in California. Total comes out to be $216.60 on my end in CA.

This GTX 480 is slightly faster than a HD 6970, roughly in between that and the GTX 580.
The GTX 560 Ti 448 in terms of specifications is pretty much a GTX 470 on the new GF104 die. That said, the 448 has higher clocks thanks to the GF104 improvements and sits just below the GTX 570 and a little below this 480.
IRL? I'd go with the Ti 448 over a 480 all else being equal.
The 480 was a beastly card, and no doubt about it, but launch Fermi cards had issues, mainly high power draw and an equivalently high output of waste heat. The 500 series cards - 580, 570 and 560 Ti 448 - are essentially refined versions of the architecture and are generally more desirable than their 400 series counterparts as they tend to run cooler and quieter with lots of OC headroom.
Performance-wise, you can easily OC the Ti 448 to about match a stock 480. "But what about OCing the 480?!?" You can do that if you're down to sink some skrilla in water cooling (or don't mind if your rig sounds like a bloody SR-71) - otherwise I'd avoid it unless you just want to torch your other internals for funsies.
480 is not a bad card. But newer cards offer the same performance with fewer drawbacks.

The 480 with a VF3000F however, like the AMP! card, will run quieter than the Ti 448 even when overclocked rather aggressively. 810-840MHz on the core shouldn't be outside the realm of possibility with this cooler, or 850MHz+ with voltage adjustment.
Typically the GF104 (GTX 580, GTX 570, GTX 560 Ti 448) can hit 850-900MHz on the core on air, with sufficient voltage. The Ti 448 has less robust VRM circuity, less video memory and will certainly be louder than a 480 + aftermarket cooler.
To put this all in perspective, I'd sooner buy the eVGA 560 Ti 448 that's on FP right now for $235 than the $190 Zotac 480 vanilla. But I think the $200 480 AMP! represented a significantly better value than either of them -- better quality PCB than the 448 (better VRMs + more VRAM) with cooler/quieter performance than either and a substantial 56MHz core clock boost over the vanilla.
The inclusion of the Zalman cooler made the AMP! a frankly incredible buy, even better than the $100 refurb 5850/465s and $150 refurb 5870s considering these are BNIB with full warranty.
