If you still have not received your $10 statement credit, you should just file a complaint with the BBB.

If American Express then gives you $10 "as a gesture of goodwill", and maintains that a) you did not complete registration, and b) BOA/FIA is responsible for the offer, I urge you to keep rejecting American Express' responses through the BBB.
