These are super cheap.
On another note, i havent recieved my coolermaster case rebate from months ago. So im not going to trust one
To combat loud fans (Sickleflows, in this case), there are several options.
1. Fan Controller [newegg.com] or even 5.25 drive controller if you want to spend the extra money to make all your fans quiet.
2. 7V fan mod [overclockers.com]. All you need is a paperclip and a 3-pin to molex adapter (which comes with the Sickleflow)
3. Connect the fan to your motherboard and regulate the voltage from there. (number of 3-pin fan headers on the motherboad usually depends on the quality/price of the board you bought)
4. Wire a resistor in. Soldering and/or crimping required.
Edit: Misread what you were saying. The fans are actually probably around 60-70 CFM max. That is actually pretty decent for 120mm fans these days. For higher CFM (but obviously higher dBA along with it) there are Scythe Ultra Kaze's, Delta's, and Panaflows.
