Probably don't even need to download. they probably have the code in the transaction details (that is the way amazon does it with DD steam titles)

I think most steam sales I have seen, max discount for valve has been 75% except for a 90% on tf2 one time before it went free. You can check steamprices.com and double check the price history though.
