***Update*** They are selling this on Ebay: http://stores.ebay.com/Refurbishe...34.c0.m322 I was not charged tax with this deal. I was charged tax when I ordered from the Apple store (yes I bought 2 of them). I live in Seattle, WA. According to the info on Ebay these come with a brand new battery and the previous OS (that would be iOS 5 or maybe 5.1 according to the guy who posted above). They basically look and work brand new with quality inspection done by Apple.

Yep then I would steer you towards the tablet direction. More money yes but the ease of use with the bigger screen makes a world of difference. For us at home we will reach for the tablet much more than the touch or even my phone.
I have our IPAD linked to my accounts so I get my emails on it just like my phone etc. More apps on the IPAD than on my phone too. We also take the the pad on any trip more than about 45 mins (we travel for soccer) so it gets a fair bit of use. It was also super handy on vacation when I had to use it to log into my office and remote control my desktop from where we were staying to deal with a few things.
Plus watching movies on a 10" screen vs my 4.5" S2 screen?? No contest.
For a tweener/teenager though I would do the touch (assuming they have no cell phone already) as a small portable device that they can take wherever they want is a better choice than the tablet IMHO. Plus our tablet is multi-person use whereas the touch is just my daughters.

My 10 y.o. will be getting it for xmas and that's it for her, other thna Katniss barbie and some nail polish. We try not to spend over $150 for each child at xmas(we have 3) but as they get older that's hard to do
