Foscam has been making good IP cameras at this price point. Search the forums for FOSCAM and you will see that the lowest prices for these have been around $89.

If you configure port forwarding on your home router, you can easily use a mobile browser to connect to it. The video comes out quite nicely.

There are various camera apps on iPhone/Android that support Foscam cameras:

This app is fanastic, even if not using it specifically as babycam
