I've never activated a SecuROM product, that I know of, but I would imagine that during the install or first run of the product the software will check with the the SecuROM activation service to see if the game key and hardware id combination has been activated already with a limit of 4 unique hardware ids.
So to answer your question, I would think that you are limited, regardless of how many times you can download the game from Steam, to installing the game on up to four different machines as defined by SecurROM (a new install of Windows may count as a machine).

TU on the deal though, great game and if you were wanting it on PC this is a great price for it (since you won't be able to get it for any better DRM versions anyway).
I have had this game for some time.. it just gives you that warning at first.. my understanding is that you can only have an active copy of the game on 4 PCs at one time. So you would just have to delete it off the forth pc to add it to another... It has never been a problem for me. I use one main PC to game on.
(FYI granted you can only play to game on one PC at a time, logged into steam_
