Yes you can, I always take it out of any shower head I buy. On the end that connects to the wall, you will see the small green flow restrictor. Needle nose pliers and a firm tug take care of that problem!

The rubber washer is to ensure a good seal around the threads without having to use plumbing tape. The flow restrictor is green and made out of plastic. I've removed them from several shower heads from varying brands and they are all the same.
