Quote from Gameover.gr : A nice addition to a great series, Gods & Kings offers a lot of new content, but neglects to fix all the problems of the original game.
Quote from XGN : Civilization V has become a lot deeper with this DLC and almost all of the original problems have been fixed.
Quote from Gamesbeat : Global happiness just doesn't work, and I don't know if fixing this is even possible, considering that so many other gameplay systems depend on the mechanic. The A.I. still doesn't provide an adequate challenge in combat, nor does it appear to even understand the rules.

Quote from Quarter to Three : Instead of addressing the problems with the game’s AI, interface, and design, Firaxis has been nickel and diming you with DLC maps and civilizations. This is the same disappointing strategy game it was a year and a half ago.
Quote from Gamespot : Civilization V: Gods and Kings is an eminently worthwhile collection of big and small changes that enhance an already amazing game.
Quote from The Metro Central : The new additions are all positive but, apart from the reintroduction of religion, extremely trivial - which makes this an interesting test of the Civilization faithful.
Quote from XGN : Gods and Kings enhances the base game immensely, so much so that I can't imagine playing Civilization V without it.
Quote from Games.cz : Quite a decent expansion pack that's been trying to look big. However, this expansion was made for a bad game, in which only a half of things actually work, and whose potential wasn't fulfilled even over rich history of the series.
Quote from GameInformer : My enthusiasm for Civ V has continued unabated for a full year now, and this expansion adds new fuel to the fires of conquest that still burn in me.
Quote from JeuxActu : The new content that doesn't change anything in terms of gameplay, only adding in features that should have been in the original game.
Quote from G4 TV : You'll still find AI that makes terrible decisions, or find yourself waiting forever while the game ponders through the turns for the other civilizations. But the addition of several new scenarios and tons of new units can help you overlook that fact until Civilization VI inevitably comes out.
Quote from CD Action : Spies and religion are back and they are notable additions to the game, even if the latter was treated superficially and is nothing more than just a set of bonuses for your people.
Quote from Cheat Code Central : If the aim of Gods and Kings were to recreate the complexity of older Civ games without upsetting the gameplay balance of Civ V, that would be a lofty goal.
Quote from 3DJuegos : If you are a fan of the Civilization series you probably will enjoy Gods and Kings even though it feels like a light effort at expanding the original game.

If you've never played Civ before and aren't sure how much you want to invest in the game, there's still plenty to enjoy in the vanilla version, and you can expect G&K to be on sale again next year at some point.
Should I bother playing the base game alone or should I just play GaK? Seems like the additions of GaK (like religion and espionage) make the game better and there may be no reason spending time playing without them.
Opinions are welcome...
Re: GOTY advice
To clarify my earlier statement that seemed to discourage GOTY purchases: you are more than welcome to get the other civ/map/scenario DLCs that come with GOTY (I enjoy them and am happy to have paid for them), but frugal shoppers may want to pocket the $5 or so and wait to see how much they like Civ V first. I've probably played through the game 100 times or so. If I only had 1 civilization to use, I probably would have stopped after 5 or 10 playthroughs. I think the base game has like 12 civs or something, and G&K adds maybe 6 more, so that's a lot of variety already. GOTY probably adds another 4-6 civs. You can easily play through the game one time with each Civ, trying out different strategies for achieving global conquest. So if you're only gonna play through the game 5-10 times, just use the civs that are there. If you want to play this timesuck of a game for 1,000 hours like me, then get GOTY
* EDIT: Nvmd. I see what you did. Trying it now.
* EDIT 2: Nope. GMG really does hate me.
* EDIT 3: Finally got it to work on my mobile phone.
I think GMG must have flagged my ISPs IP range. My smartphone is in a different IP range.
Edit: No problems checking out with PayPal. Ordered and started downloading from steam in about 2 minutes.
