Maybe with the shell it's more? It's in the mid 20s here in Michigan, and my shell with fleece inside is holding up, but some days its still not enough. I'm new to cold weather, so I'm still trying to figure out what works.
I'm 6', 200 lbs and built solidly and the large fits just fine. I'd say they run slightly snugger but that's more for fashion than anything else. If you usually wear a medium jacket then a medium should work but it will be slightly tighter than you're used to. Just my 2 cents.
