1) TigerDirect operates on Eastern Standard Time... so it is okay to order now (no matter where in the US you are located). Your order invoice will show the correct date to qualify you for the $40 rebate (02/23/13).
2) The Rebate Instructions are Live Now. The Rebate Registration Form on 4MyRebate.com will not be live until around 5 AM EST on 02/23/13.
Until then, it will say "Offer Code Not Found".
3) The Rebate Limits for both items are:
Limit ONE (1) rebate per qualifying rebate offer, per person, billing address, company, or household
4) If you are not seeing "Econo Shipping"....
If your address is more than one line (for ex. apartments), please put your entire address in one line. TigerDirect's ordering system detects multi-line addresses as business addresses. Econo Shipping is only available to residential addresses.

Are you talking about the automated e-mails that tell you "You have earned $X.XX cashback"?
I find that a lot of the times I don't receive an e-mail, but the cashback does show up eventually. You just have to keep track of all the orders you use Discover CB on and then try to reconcile the total amount that shows up when your statement closes on Discover. They group everything under "SHOPDISCOVER 5%-TIGERDIRECT" on your statement.
Also, the cashback might be split across statements depending on when the item posts to your account. It's definitely a lot harder to keep track of then Mr. R or FW, that's for sure. I'm also certain they screw us out of a lot of CB.

At least with Mr. R or FW, you can leave yourself notes so that you know what the CB is on. They also let you see the "click history", so everything is transparent.
Discover purposely hides all of that stuff for their eyes only. Why? Because if you don't complain, they are fine with cheating you out of CB.
BTW, Garmin City Navigator North America NT 2013.40 Map Updates were just released like a day ago. You might want to update your other GPS unit if you haven't already.
