EDIT: I Think I see what you mean.
Technically, somebody MIGHT be able to buy the 2012 version of a product in late 2012 and also early 2013 and then turn right back around and buy a 2013 version. So they'd have three rebates of essentially the same product in just the span of as little as a few days (assuming rebates were available for all products).
