I know that Sam's Club has run this promotion before but that was only for 1 or 2 locations. This appears to be nationwide this time ends on March 4th. Look under the Nationwide tab at the top right hand side.

You don't need a Costco membership to shop there. Just get a Costco member to buy you some gift cards, which can be used even if you aren't a member.

New Member is defined as someone who does not have a currently valid membership

^^My membership expired in December and I did not renew it. Does it sound like I am a new member? My Sams Club CS sucks and I dont want to have a hassle with them....but I like their products so I like having a membership.

They do occasionally run new member promos in which you get $50 of discounts (free water, free batteries, free chicken, and a bunch of other discounts). Not sure if they are running it now, but I think if you have an entertainment book you can get the deal going through their link.
