Avis One-Way Relocation Rentals from Florida to other locations from $4.95/day + taxes/fees

I saw this deal on travelzoo

Rates supposedly start at $4.95/day though I couldn't find any where I was going.
Have to book within the next week and can checkout up to June 30th. Max 14 day rental.

Participating drop off cities include: Chicago, Dallas, Denver, Houston, Indianapolis, Minneapolis, San Antonio, St. Louis, Boston, Buffalo, Hartford, New York, Philadelphia, Pittsburgh, Richmond, Washington/Baltimore, Atlanta, Charleston, Charlotte, Knoxville, Memphis, Nashville, New Orleans, Raleigh Durham, Albuquerque, Arizona, Northern California, Portland, Salt Lake City, Seattle, Southern California


• Offer valid for checkout between 4/17/17 and 6/30/17 for one-way rentals only; vehicle must be picked up at a participating Florida location and returned to a different participating U.S. location outside the state of Florida.

• Rates require a minimum 1 to maximum 14 consecutive day rental period.

• Offer valid on the following car groups: Economy (group A) through Full Size (group E), Intermediate SUV (group F), Minivan (group V), Passenger Van (group P), Standard SUV (group W), Standard Elite SUV (group S), and Convertible (group K).

• Offers may not be available during holiday and other blackout periods; rate surcharges during peak periods may apply.

• Offer subject to vehicle availability at the time of reservation and may not be available on some rates at some times.

• Renter must meet Budget age, driver and credit requirements. Minimum age may vary by location. An additional daily surcharge may apply for renters under 25 years old.

• Rates are non-discountable; they may not be combined with any other BCD number, coupon, promotion or offer.

• Taxes, concession recovery fees, vehicle license recovery fee, customer facility charges may apply and are extra. Optional products such as LDW ($29.99/day or less) and refueling are extra.

• Rates are based on U.S. currency.

The majority of the fees you are referring to are most likely just an airport concession recovery fee. The way to avoid that would be picking up at a local location that doesn't have a concession fee like an Airport.
Concession recovery fees are normally added at locations that are located in areas where real estate is essentially monopolized to the point where Avis or budget would have no control over getting a decent price on rent (I.E. Airports or Stadiums...)
Also other fees that can be avoided would be at locations that require a shuttle to bring you to the rental station. This will be something like a transportation recovery fee. Again just another good reason to avoid the airport locations...

It is important to note that this deal may only work with airport locations. The only way to know is to try and see.
Also, fees like that have in the past always been based on your pickup location. So ideally Airport fees should only exist if you are picking up at an airport, not necessarily if you were dropping off at an airport.

this seems very dependent on the car type too. I found a city pair that had a relatively good price on an intermediate SUV of $1100 for 14 days. All the other car types cost at least $500 more.

this would be a great deal if they made it easy to find the deals, but hunting and pecking around with several combinations is annoying
