i assume its only capable of taking in HDR signal and cant display it.
plus its an IPS panel, can anyone confirm?

I think only the 55" is IPS.

It has hdr according to rtings but only an 8 bit panel and the hdr is not too hot

I am testing this exact TV out right now... It is IPS w/decent viewing angles.

It is above average but people are correct, it cannot do "real" HDR since it is 8-bit and does not cover the full color spectrum.

But for a 60" with a nice 4K picture, it is a steal. It is softer 720p and 1080i signals. My calibration got it better, but it is hard to dial in the detail.

For an IPS, the blacks are really good, but brightness is compromised.

Get it from Walmart refurbished for $632... if you want it. Mine was in perfect condition.

Good choice if you sit off-center. VA panels look like total shit from the side

Just remember, after the warranty period is over, it's unrepairable. Vizio don't support any kind of post-warranty repairs.
