Is this overkill if I just want file storage and backup? I don't have any need to stream video, just store files and pictures.

Yes Overkill, don't let anybody tell you otherwise. Look into the Western Digital My Cloud devices to save a lot of money compared to this. But there are tons of other options and maybe even cloud storage providers are better for what you need. Always keep an offsite backup if your files are important.

Try to buy 2 at some point so you have a backup of a backup. For the small price difference I'd go with the 5 bay 1815+ as it's cheaper to expand storage with more bays.

What if you want the ability to stream two 1080 videos simultaneously long with 4 security cams?

Which would be the minimum spec?

Look at the two bay model if you need less. Depending on your back up/storage needs, it may be more flexible with a straight RAID 1 setup.

When people read thread about NAS, pretty much RAID setup is not supposed to use as a backup of each other. Meaning you still need a separate backup option to backup whatever in the NAS/RAID. RAID 1 is more for read performance and a bit of fault tolerance.

price difference not small. it's doubled the price with 1 extra bay. might as well get 2 ds416play

I paid $336 before tax for dsplay415play from newegg in 10/2016 just as a reference.

That depends. If you have slow or metered Internet then cloud storage outside your home might not be the way to go. These are great for local backups, file storage and sharing with redundancy. And the play does a good job streaming movies if that is part of what you want to store.
