One of the best cards out there *if*

- you are looking for cash rewards, not airline / hotel points
- you have money in BoA or Merrill Edge to qualify for Preferred Rewards bonuses

the 3% on gas and the reward if you are a preferred customer makes this one of the highest paying cards with no annual fees

$150 for opening this card isn't bad as it requires only $500 spent in 3 months.
There are better offers out there if you are someone who could meet requirements to charge $3000-4000+ in 3 months.
You also get free admission to certain museums on the first full weekend of the month with a BofA account.
The card is fine if you just plan to use it in the US & pay off your full balance each statement.
You can always ask yourself how much you want to use it because BofA isn't known as a consumer friendly corporation - they were particularly horrible in the mortgage practices over the last 10+years.

They also have this in their terms & conditions:
You may be issued an Internal Revenue Service Form 1099 (or other appropriate form) that reflects the value of such reward.

That is such a broad question with multiple answers depending on your situation.
For me, this card worked well because I simply needed to add more accounts to my thin profile. This card allowed me to open up 4 credit lines with a single hard pull (4 back-to-back apps on the same day). I got $600 bonus for spending $2k in 90 days, and have 12 months 0% to pay it off.
Yes, my average age of accounts took a major hit with 4 new babies on there, but in time my profile took a major jump. It was a good move for my needs. Now I only use one of them and use it for gasoline only (3% CB).

If cash back is your priority, and you don't carry a balance, I like the Citi DoubleCash, because it's essentially 2% cash back on everything. No signup bonus though.

Chase Freedom Unlimited is 1.5% Cash Back with a $150 signup bonus, which is pretty solid. Which one is better all depends on how much you spend per month, I guess.

I did not receive a 1099 for 2016 and opened a bunch of rewards cards with them. And yes they all had sign up bonuses.

I got this CC a few months ago. The offer was slightly better, $200 cashback after $500 dollars in purchases. If you have existing BofA accounts, you should log in first and check if there is a better offer - when I signed up, the main page only had a $100 or $150 offer while the one after login was $200.

Also, the signup bonus actually ends up being significantly better if you have a high tier Preferred Rewards since the boost gets applied to the bonus as well. So the top tier 75% boost made my $200 signup bonus become $350, which is pretty comparable to the best CC signup offers.

Again, with the preferred rewards, the cashback is pretty good. Seems to be the best replacement for the old Sallie Mae BarclayCard (RIP). 5.25% back on gas, 3.5% back on groceries, 1.75% back on everything else.

In general, CC signup bonuses don't trigger a 1099-INT, but savings and checking account signup bonuses do. The CC bonuses are considered to be coupons/rebates against actual purchases as opposed to interest income.
