Are you just making stuff up? It's been legal since 2012 [jdsupra.com]. Several CA utilities have rebates for rain barrels. could make the deal sweeter for some:

Here in Colorado we can finally collect up to 110 gallons of rainwater [colostate.edu]. Got 2. I couldn't choose shipping, but it gave me a $3 credit for "no rush" shipping. Almost covered the tax.

The wife will be happy to see the orange HD buckets under the downspouts go.

it all has to do with water rights. since the Rockies are here, we're the source of water for a lot of downstream users, so water use is heavily regulated.

Does the rain barrel have nets that prevent the mosquitoes from escaping? Or just add some dawn dish washer soap into the water and create air bubbles on the edges of the barrel.

No, use mosquito dunks that contain BTI. Harmless to all animals but kills mosquito larvae.
