This would keep the water always close to boiling, so instead of having to do anything (fill cup with water, put in microwave, wait, put in tea bag) you just put the boiling water into your cup. I don't know about this one, but the nice japanese one uses like 5W or something crazy iirc once the water is heated up, so it isn't even that wasteful.
