What was the point of this post? You asked a question, I replied. They're different things for different people. If you want a laptop that has pen capabilities, but don't need it for anything special and want to save a couple hundred dollars, buy the Dell (you can get a 512GB, 8GB RAM, 3200x1800, i7 for $1,090 or the 16GB RAM, i7, 512GB version for $1,151). If you want a higher spec laptop with pen capabilities, buy the HP. If you want the highest quality device that has better support and better pen accuracy, despite what HP might try to advertise, buy the Surface Book.

I use both (Surface Book via work, Surface Pro 4 at home).

I love the Surface Book, feels like an ultrabook, good build quality, light weight, nice keyboard, long battery life (real world), and pen input for OneNote is fantastic. The disconnect tablet button can be more than a little finicky (it is software controlled, and I've seen the software get confused about its connection status requiring you to hard restart the base and tablet [microsoft.com]).

The Surface Pro 4... Look, great build quality, decent battery, light weight, and it does everything that Microsoft says it does. The Type Covers are a feet of engineering within themselves. But, I hate typing on my Surface for long periods of time, the angle on the Type Covers is bad/wrong, and it sucks to use on your lap, bed, or any other uneven surface since the stand just isn't as nice as the stiff hinge on traditional laptops (or Surface Book). Plus even the improved touchpad on the Surface Pro 4 type covers is mediocre.

If you aren't going to type on a Surface Pro 4, why are you buying a Surface Pro 4? The whole point of the Surface line is to get work done (as well as some content consumption, and pen input for meetings). The only reason I can see is if you're an artist using the pen extensively, since the Surface Pro 4 has more battery life than just the tablet part alone on the Surface Book (but less when attached to the base; but that adds weight).

For people who type a lot, get a Surface Book, Surface Laptop, or another ultrabook. For people who don't type very much, and who aren't an artist, why are you buying a Surface line machine at all? They aren't for gaming, and a iPad or Chromebook at 1/2 the cost will do content consumption just as well.

Can this be pricematched by calling bestbuy? (have bestbuy giftcards to use). There is no bundle on best buy, so it is going to be like two separate items.. not sure if they will do....

No, most costco computer are special bundle. Here you have an extra Surface Dock.

You can try, but pricematch requires things matching up to color or even product number

If you're going that route, why not just buy a Dell outlet deal on the XPS 13 2-in-1 for $300-400 less?

I'm on the fence on this one. The on question I have is 128gb enough storage? I would want to install Office 2016. How much storage will that leave me?

this should give you the best of all words. tablet, laptop and desktop. if worried about storage id just buy an external hard rive

How does this compare with the the Xps 13? I don't need a pen. Other than that, why should I consider the Surface Book?

106GB? Office is tiny. It used to use quite a bit of space when 1gb hard drives were the thing. Win10 is about 11GB cleaned up, after drive format and whatnot I approximate 106. Stick an SD card in it for random data files.
