Best Buy only sells 2 models, the Sprint model and non Sprint model. For the non Sprint model the phone follows the unlock policy of the carrier of the first SIM it sees/boots up with.

So it doesn't matter if you get an ATT or Tmobile phone. As long as it boots up the first time with a VZW contract SIM it'll follow VZW's unlock policy (which is unlocked). The SIM does not have to be currently active and you do not have to be in range of any VZW towers.
