I don't think Netflix lets you play 4K on a PC without a specific setup even though the hardware can decode HEVC

It will work if you have the hardware requirements met and running Windows 10 Anniversary update or newer.

I can confirm that HD 6xx series can decode 10 Bit HVEC. And there was a talk about 4K netflix streaming in Windows PC but don't think it is implemented yet. You can check here:-
