I wonder: what are the downsides of starting a new membership every time a promo appears?

One of the benefits costco provides is the ability to return things that break. For example, we bought expensive items from costco that sometimes break within their warranty (1-2 years) or financial break even (generally 2 years) period.

Yeah, I was a household member and I told them I wanted my own membership and I got it and it was considered a new membership.

I don't think there's anyway to get banned from costco except for shoplifting.
