It is a thing. That being said, the target closest to me doesn't have the coupons in yet, they said to try again on the 14th.

The deal was supposed to be live on the 14th, but most CVS in Target, if not all, should be able to print out the $5 coupon starting yesterday.

Pretty much the same thing, has some exclusions like alcohol and such. It does however expire 30 days after it's printed.

Just as a FYI, it shows as a coupon for $5 off $25 or more purchase in my area.

"It's flu season.
We've got you covered.
$5 off $25* when you get a no-cost flu shot.**
No appointment necessary."

Is there a different offer I'm not seeing?

This needs more attention. I just got my immunization and $5 gift certificate today! Nothing on the coupon mentions a min purchase. They print it on cheap paper, so be sure to handle it with care!
