It's pretty much a kit to build a Google home device on top of a raspberry pi. This adds the microphone, a button, and a voice processor to a raspberry pi. I got one of these a few months ago when they had them in a MagPi magazine. It's a fun kit, good project.

$35 is the cost of a Raspberry Pi 3, which is a very versatile mini computer. If you order the bundle, you get the voice kit free with a Pi3, which you can use for other things, like a DIY chromecast, a Kodi/Plex box, a DNS server, a home website host with a DDNS updater, a pi-hole adblocker, and a million more. At one point, I had 3 Raspberry Pis running a self-hosted VPN service, a pi-hole, a DDNS updater, and a auto-upload cloud backup service for my family's phones.
