Are there more restrictions like only one coupon per account?

You make $13 only if you swap the offer, after $27 Paypal and eBay fee, assuming that sell price is $200.

$200 or more really limits the "smartphones" that can be sold. It is also not much of a coupon after ebay fees and paypal fees

What you can do is, list a $50 phone for $200 with free shipping and have a friend by it you will end up paying $20 in fees, so you'll end up with $20. Obviously you never ship your friend the phone, and he can get cb for it.

I agree. I have iPhone 5s. No way is it selling for $200+ and I'm keeping iPhone 6s due to headphone jack "feature".

So you want To violate the eBay policy in order to exchange $20 in cash + credit card fees for $40 ebay coupon? Doesn't sound like a great deal.

Ebay + paypal fee = 13% off 200 = $26 unless you are a power seller.

I've always wondered if or where this violates the TOS. The extra bucks today and slightly discounted ebay GC (target redcard, Ink+, etc) negates most or all of those fees.
