Specs according to Amazon:
Input: 100-240VAC; 50-60Hz; 1.5A
Output: 20V (18V - 21VDC supported)

Since it's a 65W charger, that means it outputs 3.25 amps (65W = 20V x 3.25A). This is meant for smaller/lighter laptops. For example, the charger that comes with a Lenovo Legion Y520 is 135W, which provides 6.75 amps. This 65W charger should provide adequate charging but not enough on a heavy load (gaming/video editing/etc).

This will apparently charge the Dell 15" Inspiron Gaming laptops that have been on sale recently (both the 960M and the GTX 1050 versions) at about 1/3 the size of the original charger

Output 24VDC? But My laptop charger does only 18VDC... will it hurt the laptop or battery bad due to 6V difference?

Are you sure? I have one of those laptops and a universal charger can only keep the laptop powered on, but will not charge the battery. Dell has some sort of handshake DRM with their own OEM chargers, and will hobble aftermarket units.
