Seems like a good deal, still don't want it bad enough. Previously this was available with Tekken 7 at full price ($79). But Tekken has been on sale as well.

I have not personally modded this stick but googling shows buttons are snap in Sanwa Denshi and this link to JLF mod.

Price off via promo covers cost of Sanwa parts making a pretty nice all Sanwa stick for less than $100.

If this stick is anything like all the other stick, Pretty easy to do. If you know how to play with Lego, it's pretty much the same concept.

https://www.focusattack.com is where I have purchased before. You can even email them and tell them stick you are modding and they can give you answers on what fits. Buttons should be 30mm Sanwa OBSF. I believe.

For 40 this is a very good beginning stick. The original price not so much.

Also like it's a little bigger than the madcatz alpha and the hori mini. Also in the same range as the mayflash f300.

Is this an upgrade over the Hori Mini deal I got last week? Is it worth the hassle to return that and buy this?

Generally speaking, it is an upgrade because it uses full size parts and it's easily modded if you ever choose to go that route.

The Qanba is a better value/option for most people. Personally I like the form factor of the Hori Mini, but I bought one of these too just for the fact that it's a nice case and PCB to work with for a secondary stick.

You can't get rimless 24mm face buttons on any other stick than the Hori Mini, it fills a pretty specific niche, but it's a pain in the ass to do any maintenance on.

In my opinion, buy this now while it's half price, won't last long. Do a little more research, compare the two when it arrives. Sell the one you don't want on Craigslist. At $25 for the Hori and $40 for the Qanba they're both easy flips, at the very least you'll break even. If you do a return you're on the hook for shipping and possibly restocking fees.
