It depends on real-time usage based on how busy it is - you will likely be paying a surge price if it's say late on new year's, as everyone will want a taxi then - if it's a "normal" day you probably won't have to deal with it

apparently the app will tell you when surge pricing is in effect, to allow users to make an informed decision

It's a lot more common than that. e.g., when a flight comes in or some event is over and people in one place all are looking for rides you can watch it bounce up initially and then fall back after most have been picked up and things level off again.

It does but I'm not sure that it shows all price increases as "surge pricing" (as in example above). In some cases it does, not sure about all. Pretty sure that I've seen it go up substantially when I'm at the airport without saying anything about surge pricing.

Uber gives you the price before you accept a ride. I *believe* that is nation-wide in the US now. As long as you don't change the destination after you get in, the up-front price is what you pay. Any surge that factors in will be shown in that price.

Even back in the day, the app would clearly say "surge pricing is in effect" and list the exact multiple you'd be paying. There is no mystery behind their pricing unless you are completely ignorant to what the app tells you.
