Basucally you need targeted wifi device and emulated ap too to takeover connection of targeted device and make emulated ap as a middle man .
Wemo is upnp. Many opensource can control wemo.
Echo and google home can control locally with upnp pull request.
You do not need wemo apps at all. Well... one time when pairing to wifi.
I never use wemo apps att all. Home assistant and alexa control all my wemo.
Now, installation wasn't terrible, but it did take some testing. I got it to work on the second try. It works, but not awesome. The app is kinda slow to load, but more annoyingly, there is a few second delay from when I click the button to when the light turns off and on. Strong Wi-Fi for both ends...it's just a bit tardy to execute.
Biggest annoyance was when I changed my SSID on the Wi-Fi. That messed everything up. I've tried resetting it and it connects, but no longer works via the app. I haven't fully factory reset the WeMo unit, but that is next.
Bottomline: I'd do some more research before committing to WeMo. It works, but for $25+ per switch, I expected more.
