Nothing wrong with a blower if you're putting it in a horizontal SFF case. In fact, a blower type is basically a necessity for high end GPUs in a case like that.

i personally think this release is a ruse to keep prices stagnant for the 1070 and 1080, and offering a price/performance based alternative between them. 1070Ti "might" perform similar to a 1080 but might linger slightly in some cases due to the lack of GDDR5x ram. using GDDR saves Nvidia production costs as well as GDDR5x is sustantially expensive at this time. economically speaking its a very well optimized business move.
then there is the mining aspect discussed heavily by other members above.

Not really. This was created to combat VEGA 56. Nvidia isn't telling Newegg or any retailers to jack up the price because that will actually hurt their market share and they don't profit from it. Newegg and the retailer do.
