Many employers still have plenty computers like this still in operation. Local school system is running the exact same cpu in most PCs right now.

And there is nothing wrong with that. I used to tinker with computers and build them, but now all I need is something I can pay bills on and browser the web. This system will do just fine, there is no reason to spend $500 one one that will do the same.

You are better spending more. Sometimes newegg has Gigabyte mini pc with better specs for $140.

For a while (a year or two ago), these kinds of refurbs were available around the same price point with a Windows 7 pro license which made them a good value. I bought a couple to use as Crashplan backup servers.

For a cheap functional PC with a licensed Windows 10 OS this is not a bad deal... However, I purchased two i5-3570 Dell Optiplex PCs with Win10 for $120 each (free shipping) on Ebay a couple of weeks ago... Might be worth a few dollars more to triple your performance (and have DDR3 memory for potential upgrades)...
