For a 4k screen plus SSD it's a good deal. I have the same laptop though I had to add my SSD. The only thing is the 960m is last generations GPU the new 1050/1050ti that are shipping in the newer version of this laptop are much more powerful and are comparable to desktop graphics cards. If you are playing older/less demanding games it should be fine though you will mostly be playing at 1080p.

How does this compare to the HP Spectre 15.6" 4K that goes on sale for $1,199 at Best Buy on BF?
Its $400 more than this Dell model but has :
-Intel 8th generation (HP) vs 6th generation (Dell)?
-4.42 lbs (HP) vs 5.89 lbs (Dell)
-NVIDIA GeForce MX150 2GB (HP) vs GTX 960M 4GB GDDR5 (Dell)
-512GB SDD (HP) vs 128GB SDD (Dell)
-2x USB ports (HP) vs 3x USB 3.0 (Dell)

Feel I may just wait for the HP at Best Buy..

This is better deal in terms of performance. And Spectre is a a very light weight 2-in-1 Ultrabook, not comparable with a 6 lb gaming Laptop. Also the $1199 model of spectre does not have 8th generation CPU, I think it was having i7-7500U. Also even if it has 8th Generation Quad Core U series processor, i7-6700HQ is a better processor.

Regarding MX150 vs GTX 960M, 960M is over 30% more powerful.

If you're buying this don't complain about the GPU. You're paying for the 4k screen, i7, 16gb ram for $800. The 960m is perfectly capable of playing games at 1080p as a bonus, but you should be using this for work.

If you want to game then go for the 1050ti laptops which are cheaper but have less cpu/ram/screen rez

960M is like gtx760... Very low end GPU, you'd only buy this if you wanted 4k screen but then no one would be able to play games on high definition on this laptop because of GPU

I have mentioned that in the first place in my original post, don't I? And regarding your comment about 4K gaming, at this point none of the Cards like the new GTX 1050 or GTX 1050 Ti can handle 4K resolution. You need at least a GTX 1060 for even go with 4K resolution. It does not matter whether you are using old Maxwell or current Pascal cards, none of the available cards at this price can handle 4K.
If somebody looking for a gaming laptop, they should look for a 1080P version and there are plenty of solid deals available right now.

I'm planning to buy a laptop for 4K video editing and photoshop, is this a good bargain?
Can't think of spending on MacBook, budget issues.

Yes it is. But you should first check what kind of software you are running.
