1) are these legal for sidewalks in DC? Like, will I be okay to use these around the monuments?
and 2) is 10mph slow?

These belong under the "Personal Mobility Device" laws, which says that they can be used on sidewalks except in the "Central Business District" (including the eastern half of the mall). A map of this area is easy to find on Google.

If you live in DC, you'll see plenty of tourists on full size Segways or Capital bikes going about 10mph. It would be a decent speed for a runner

As far as speed goes, there is plenty of discussion and yes, faster is pretty tempting, but safety drops. Not as much fun when in the hospital.
