because people are incredibly stupid for one... lots of spills with the old designs

and also, what they are really trying to remedy is the vapors releasing into the atmosphere. i agree it's a silly proposition when those vapors account for a minute amount compared to other toxins released by corporations... but its a lot easier to tax and punish the public so here we are...
